Tom, I looked at the ASC page. This looks more like a style issue. I have seen many Sinhala fonts render the vowel signs as stand alone matras.
Muthu -- Interesting! Do you have any online reference that might indicate both forms are OK? Real bugs in Apple's Indic fonts are not uncommon.
PS The text on pstf feature at this page seems to indicate Apple fonts are wrong: http://www.microsoft.com/typography/OpenTypeDev/sinhala/intro.htm#features
Tom, you are right. I looked at this document:

In page 20: "The aelapilla is combined with ර as an ascending stroke but it combines
with other letters as an medial stroke රෑ, කෑ.". Will file bugs.
