I've just recently come across
this report providing links to a source (Arab Business Machine Ltd) for Arabic localization files for OS X 10.4.10 and 10.5.2. If anyone has tried these out, I'd be grateful for any comments. It looks like iLife 08 in Arabic is available from ABM as well.
They just point to ABM's page for Arabic releases:
